While dogs are harmless in general, they have the tendency to attack strangers who come too close. More often than not, dogs do this if they feel threatened and terrified. Just like humans, they also want to make sure that they are safe. If they see you as a threat, they are going to deal with the situation in the way that they know. This is why rescue groups must be careful when capturing dogs.

Grabbing a cheeseburger before they heading over to where the dog was staying was definitely a good move. Food generally makes for good bait when you want to lure dogs in. Everyone knows that worms are good for attracting fish! However, was this plan actually going to lead anywhere? It is possible that the dog was too scared of people that even food would not make her come with them.
