Princess Elizabeth and Princess Margaret snuck out of Buckingham Palace together when they were young. This was the first opportunity she had to interact with members of the general population. She was just like any other carefree teen in the world at the moment. We understand how difficult it is to think that such a thing could happen, but a specific occurrence prompted the future ruler to act in this manner.

Many things have changed since then. To be fair, the Queen does interact with the public on a regular basis. Since her accession to the throne, Elizabeth has made a concerted effort to engage with her constituents in the United Kingdom and abroad. Her interactions, however, are always regulated.
