With those families who have certain differences from one another, they agreed to this invitation. And from that moment, when all the differences were put aside and Costello leading it, the National Crime Syndicate was born and was established.

However, anyone would understand that there could be some people that would not be on the list at this party because Frank got lots of people on his mind. It would be understandable that there might be some people that would be invited, and at the same time, there might be some people that would be neglected. But, there were two men that weren’t invited to the party, which resulted in them starting their own mob war. These said men are named Salvatore Maranzano and Joe Masseria.
